He does not enrage outside sulphurous sea, he enrages outside the ocean as well. You can build an arena further inland with actuated sulphurous sandstone, and while the background/BGM will change and Acid Rain progress tracker will show, duke will still enrage if it's too far from the edges of the map. i.e. he needs to be in ocean as well.
