Usefulness

You can't use the item while the cultists at the Dungeon are alive. Killing them summons the Lunatic Cultist, can't use the item while he's alive. Killing him spawns the Celestial Pillars, can't use it while they're active. There's an 80 second gap between when the last pillar falls and Moon Lord shows up, you can only use it in that gap or potentially while fighting Moon Lord for some reason. The cultists are likely alive by the time Moon Lord dies due to their reduced spawn timer.

Now if you're wanting to farm him for his mask, an item, or the trophy, being able to summon him without triggering the Lunar Event and Moon Lord would be AMAZING.
